On September 1, President Kassym-Jomart Tokayev delivered his second State of the Nation Address, opening the 6th parliamentary session, Toppress.kz reports. In his speech, the Head of State proposed 10 percent public sector job cuts.
The pandemic and transfer of most public employees to remote work showed that the state apparatus can and should be reduced. Therefore, I instruct you to fast-track public and quasi-public sector job cuts. This year, they should be cut by 10%, and next year by another 15%, Tokayev said.
Thus, the President emphasized, the task of 25% public sector job cuts will be resolved in 2021.
Misunderstanding of this issue leads to negative selection, loss of competence, initiative and, most importantly, corruption. Therefore, starting from July 1, 2021, a point factor job evaluation system should be introduced. This will encourage increased responsibility and motivation of civil servants,”the President stressed.
He noted that the country “is in dire need of new professional staff, with fresh views and initiatives.” As President Tokayev emphasized, “the civil service should not turn into a VIP caste.”
