Deputies of the Senate on Thursday at a plenary session passed the laws “On additions to the Constitutional Law of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan” and “On amendments and additions to the Law of the Republic of Kazakhstan “On political parties”, Toppress.kz correspondent reports.
Thus, the Laws are adopted by the Parliament and sent for signature to the President.
In electoral party lists the law projects suggested to include a quota for women and youth no less than 30% and 2-fold decrease of the current registry requirement on amount of members for political party establishment. With this view, first of all, requirement to have compulsory quota for women and youth in the lists of political parties suggested for registration will be asked in Constitutional Law on elections, – said Natalya Pan, acting in lieu of the Minister of Justice, while presenting the documents.
She noted that due to statistics, 52% of the population of the country are women, youth is 15%.
New norm, proposed in the frame of international experience, will give an opportunity to actively involve women and youth into social and political processes of the country. Secondly, after the law adoption the amount of 20 thousand members will be enough to register a political party, not 40 thousand members as it was before. These amendments will be in the Law “On political parties” – Pan explained.
Summarizing all, she stressed that the legislative initiatives “will have a positive effect on active participation of women and youth in the political life of society as well as on the process of further formation of multiparty system.
