Head of Entrepreneurship Development Department of the Kazakh Ministry of National Economy Chingis Akhmetov explained concessional financing mechanism for small and medium-sized businesses at a press briefing on April 23.
The quarantine and forced restrictive measures taken to prevent the spread of coronavirus had a negative impact on the activities of small and medium-sized enterprises. Any business entity has the opportunity to become a member of the programme and receive preferential financing. However, there are exceptions that do not fall under state support measures in compliance with the Entrepreneur Code, he said.
Among the exceptions are business enterprises whose activity is related to:
- production of narcotic drugs, psychotropic substances and precursors;
- production and wholesale of excisable products;
- grain storage activities at grain receiving centers;
- lottery;
- gambling activities;
- activities related to the circulation of radioactive materials;
- banking or certain types of banking operations and insurance market activities, except for the activities of an insurance agent;
- audit activity;
- professional activities in the securities market;
- activities of credit bureaus;
- safeguarding activities;
- activities related to the circulation of civilian and service weapons and their ammunition.
For other types of businesses, there are state business support programmes like Business Roadmap 2025 and Economics of Simple Things, Akhmetov concluded.
