Head of the State Kassym-Jomart Tokayev signed a decree on the call of commandeered people for special duties. Who will be called up for duties was explained in the defense establishment, Toppress.kz reports referring to Today.kz.
In connection with the need to effectively protect the health of our compatriots, the Head of State signed Decree number 296 calling up liable military men to special duties for staffing the territorial forces of the Armed Forces of the Republic of Kazakhstan. Territorial troops of the Armed Forces are designed to fulfill the tasks of territorial defense in the respective administrative and territorial units, including participation in the state of emergency insurance. In accordance with section b) of Article 1 of the Law on Defense and Armed Forces of the Republic of Kazakhstan " the involvement of territorial troops in ensuring a state of emergency is carried out by calling military liable men for special duties (up to three months) by resolutions of akimats (city authority body), in agreement with the General Staff. The local executive bodies will determine the required number of military men and duration of special duties, based on the necessity of the current and forecasted situation of each region, — Ministry of Defense has commented.
It is noted that the territorial troops operate within and in the interests of those administrative-territorial units where they are deployed.
Subdivisions of territorial troops can carry out tasks mainly in conjunction with internal affairs bodies and military servicemen of the Armed Forces by:
— serving at checkpoints;
-patrolling in settlements;
-making sanitation of the area;
— strengthening the protection of high-security objects;
— participating in the elimination of possible spring floods.
During the training period, commandeered men acquire the status of servicemen of the Armed Forces of the Republic of Kazakhstan and in accordance with the Law “On military service and the status of servicemen” they receive all social benefits. In particular, medical support, provision of clothing and food. In addition, the place of work and job position will be held during the service period for commandeered people, the average wage for employed and minimum wage for unemployed will be paid by the state expenses. According to the Law of the Republic of Kazakhstan "On military service and the status of military servicemen" citizens of the Republic of Kazakhstan who are military registered, assigned to the territorial troops (?) and those of a certain age limit in military registration reserve have to be called up for special duties, officials added .
The age limit for reserve officers is set. It’s up to 60 years inclusive, and for soldiers and reserve sergeants, up to 50 years inclusive.
The following people are exempted from conscription:
1) personnel working in defense, security and law bodies of the Republic of Kazakhstan;
2) aviation personnel of state, civil and experimental aviation;
3) personnel working in agriculture and in organizations for the repair of agricultural machinery in sowing and harvesting period;
4) teaching staff of full-time educational organizations for the period of the academic year;
5) students of full-time educational organizations;
6) commandeered women;
7) people with three or more children under the age of eighteen;
8) people in respect of whom measures are taken in accordance with applicable law;
9) commandeered men, elected (appointed) by deputies of the Parliament of the Republic of Kazakhstan or local representative bodies.
Citizens who are called up for special duties during the service upon their place of residence will be able to spend nights at home and go out to work as if they work. Special duties in the regions will be carried out gradually, by decisions of akimats and in consultation with the General Staff, based on need and on a temporary basis. Fulfillment of military duty is the duty of commandeered men, especially in difficult time for the country, the Ministry concluded.
