Chaired by Prime-Minister of Kazakhstan Askar Mamin a regular meeting of the State Commission on emergency regime under President of Kazakhstan was held, Toppress.kz reports referring to primeminister.
Minister of Healthcare Yelzhan Birtanov reported on the sanitary-epidemic situation in the country, Deputy Prime-Minister Yeraly Tugzhanov informed on resuming the activities in Nur-Sultan and Almaty. Altay Kulginov and BakhytzhanSagintayev also reported.
In the framework of President Tokayev statement realization The State Commission approved the list of activities of business enterprises, which will resume its work from 20 April in Nur-Sultan and Almaty by following strict sanitary-epidemic measures.
In Nur-Sultan city:
- Industrial enterprises;
- Companies in construction and road construction industries, large construction stores;
- Companies of transport industry, warehouses, servicing agricultural needs;
- Auto showrooms and auto service companies, carwash, tire shops, auto parts shop, laundries, office equipment repair shops;
- Regulated banks from 9am till 4pm with 50% of personnel, notaries by appointments;
- Public eating facilities with delivery service till 10pm.
In Almaty:
- Industrial enterprises;
- Companies in construction and road construction industries, large wholesale markets of construction tools;
- Notaries by appointments;
- One department of Service center (Nauryzbay region, 347/1 Shugyla microdistrict) only for business service.
Emergency response centers of Nur-Sultan and Almaty will establish the list of enterprises and business entities with concise number of employees, a working time and transportation.
The Head of Government instructed the akims of Nur-Sultan and Almaty cities to elaborate appropriate measures and provide strict sanitary-epidemic safety control over the enterprises, which activities will be resumed.
The participants of the meeting also discussed the ways of passing the vehicles of agricultural goods to the quarantine cities, providing spring farm work in quarantine and implementing of forward purchase of agricultural products, decreasing the utility bills for the citizens of the quarantine cities, monetizing the provision of food and utility sets, etc.
Prime-Minister instructed to provide unhindered access for farmers to their spring works in compliance with all appropriate sanitary-epidemic norms, to introduce a unified procedure for suppliers of agricultural products to pass in the period of quarantine and exclude causeless goods delay.
State Commission considered the project of rules on reimbursement of utilities costs for suppliers elaborated by Minister of Industry and Infrastructural development during the state of emergency.
“The presented mechanism should be an effective action of the state supporting both the nation and utility suppliers enterprises for its smooth operation, – said the Head of the Government.”
In order to ensure the efficiency and safety of citizens, the State Commission approved the proposal made by the Ministry of Labor and Social Protection of Population to provide food and household sets by transferring funds to the accounts of individuals.
“Akims of the regions should provide transfers of funds to the receivers on time. In case of the absence of card accounts or the recipients are unable to move due to age or disability, ensure the delivery of food packages to their homes in compliance with sanitary requirements, ” said Askar Mamin.
